COMMUNIQUE OF THE SENATE SEATING OF THE NATIONAL ASOCIATION OF THE PLATEAU STATE STUDENTS NAPSS (NATIONAL BODY), ATTENDED BY 71 SENATORS ALL OVER NIGERIA ON THE 13TH MAY 2017 AT NENPIN HALL, PANKSHIN LOCAL GOVERNMENTT AREA. AT 11:05 AM – 1:45 PM.
The senate in an urgent seating motivated by the Judicial Committee of NAPSS (National Body) judgment dated 10th may, 2017. Answering the prayer of Sen. Comr. B.B Gaknung on his petition against the past president of the NAPSS FCE Pankshin chapter and the then senate president on the following count charges that:
The then Senate President was not the chapter President of FCE Pankshin which the constitution clearly stated in section 33 (1) that,” The Senate President shall be a President of his chapter” where the respondent Comr. Lawrence Dawat was not. In answering the prayers of Comr B.B Gaknung’s petition, his charges of item 8, 9 and 12 were granted which nullified the Senatorship and the Senate Presidency of Comr. Lawrence Dawat and all his activities from the 9th of January 2017 till the date of the Judicial Committee’s judgment 10th may, 2017. It was in the judgment that only the Chief Clerk of the Senate; (Sen. Comr. Abednego Itse) is vested with the powers to call for any Senate seating o f the NAPSS (National Body), because the others were not the representative of their various schools (Chapters).
In the seating, the Chief Clerk called for the nomination of the Speaker Pro tempo which became Sen. Comr. Hilary Pam who cheered the seating by enacting the by-laws that stated the nomination of the legitimate Principal Officers to occupy the following vacant seats.

The Senate in the session has indefinitely suspended the National Executive President, Comr. Alex Daklong Lugutna’an on the following count charges.
He (the National Executive President) had mobilized a huge number of thugs (over 50) to disrupt the Senate seating which was saved by the SSS and the STF Pankshin LGA
He had purportedly speculated that the Commissioner of Police, Plateau State had directed the stoppage of the all-important Senate seating (an act of which is totally unconstitutional and amounting to character assassination).
The Senate considered the twenty one (21) count charge petition ranging from financial misappropriation, gross misconduct and inappropriate behavior. written by the Executive Provost Marshal of NAPSS (National Body) and signed by Eight (8) members of the Executive (Vice President ll, Treasurer,Secretary General, Director of Social, Director of Sports, Women Director, Provost Marshal and Vice President l).
Based on the powers bestowed on the Senate in Chapter three (3), Sections 29, 30 and 31, the decision of the Senate is supreme and final. Therefore, the Senate gives 74 hours to the Former Senate President, Comr. Lawrence Dawat and the suspended National Executive President, Comr. Alex Daklong Lugutna’an to return all association’s properties to the Senate, Sen. Comr. BB Gaknung as the Senate President and the Vice President l, Comr. Kadugun Simon Dakum as the Ag. National Executive President, NAPSS (National Body).
